Syracuse, N.Y. - In a new report, New York transportation officials have recommended that a tunnel or depressed highway should be eliminated from further study for fixing Interstate 81. Yet the state's transportation commissioner, Joan McDonald, has told one local lawmaker that no options have been taken off the table.
